Emergency Food and Shelter Program

The Emergency Food and Shelter Program was established in 1983 by Congress with the intent of supplementing local efforts to provide emergency food and shelter to people in need during economic emergencies. Since its inception, the program has distributed over $2 billion to communities across the country. In Phase 31, the Sacramento Regional Emergency Food and Shelter Board allocated approximately $1 million to more than 30 non-profit social service agencies in Placer, Sacramento and Yolo Counties.

The EFSP National Board governs the Emergency Food and Shelter Program. The Sacramento Regional Emergency Food and Shelter Board is the Designated Local Board (DLB) comprised of member agencies, as well as a range of service providers, coalitions, advocacy groups, technical assistance providers, planning and community development agencies, and minority and grassroots providers.

  •  Gifts in kind can and should be included in your statement of “Funding available from other sources.”

Agency Income Report Section

  •  Do not include Emergency Food and Shelter Program funding received in Phase 31in your listing of budgeted income for the current fiscal year.
  • If your agency provides services in multiple counties, list only those sources of funding that allow you to provide services in the county for which you are applying for Emergency Food and Shelter Program funding.
  • Gifts in kind can be included in your listing of sources of budgeted income.

Phase 31 Accomplishments

The Sacramento Region Emergency Food and Shelter Board would like to thank Local Recipient Organizations (LROs) for a job well done in Phase 31! It was a successful year and LROs were able to do so much with so little money. LROs provided over 250,000 meals; 50,000 shelter nights; and helped more than 400 families with rent, mortgage or utility assistance.
